Tap on the Hero icon in the lower right to open the Hero menu. In here you can see all the heros that you have and also the ones that you have not yet recruited. Tap on each and then select the scroll icon at the bottom to view their skills and other details. You can tap each skill to see what it does and what you need to unlock it.
