How do you make heroes into farm workers?

You cannot alter the heroes. Each hero that you recruit has a specific function and set of skills. Combat heroes are only for use in the legion marches and the development heroes will have skill specific to farming, lumber production, gold production etc. Keep recruiting new heroes until you get one with the skills you want.
