I want to migrate my castle in state 21 (having 03 migration permit) to state 60 to play with my friends .is it possible ? If not then please tell castle from which state can be migrated to state 60?

Check with your friends if the Province Immigration event is open in state 60. Or check in your own event list under Province Immigration to see if Province 60 is on the list.
There are a few restrictions on Immigration, If you are in a Reign of Chaos event at the moment then you must have no event wounded and nothing processing. You may also need to leave your alliance if you are in one.
