How to cancel a legion sent to fight?

To be able to recall a legion you need to have reached and completed the Recall Order item in the research tree for that Legion (each legion has its own). Once this is unlocked you can use a recall item to recall a legion from a march. The recall items need to be bought with gems (50) or alliance contribution points (10,000).
