How is my City's defensive troops calculated?

How is my City's defensive troops calculated? I have over 20,000 troops in my legion, however when I am attacked, there is only ~12,000 available to defend?

Check in the Fortress Buildings in the Garrison Option to see if all of your legions are set to Join Defense. If the box is not ticked then they will not defend you when attacked.
