How can I find higher level enemies to attack for resources? The zombies and knights and creatures?

The game will tend to spawn higher level enemies towards the center of the world map. Around the outside of each state will be mostly low level ones while in the center will be many more high level ones. If you can, teleport your city nearer the center to make it easier to reach them.
