How do I send an alliance teleport to a member of my alliance?

The teleport is in your mail. I have used 3 different ones at different times.

R4/5 can send teleport invitations to members. Go to the alliance menu and select the member tab at the top. Find the members name in the list and tap on it to view their details. There should be an button for Teleport Invitation.

I did join to the new alliance.. Why there is no such a free alliance teleport as usual?

You will need to ask the R4/5 of the alliance to send you the teleport invitation. This will give you the teleport item.

Why do it ask to spend 2000 gems if i want to use invite from alliance leader?

I was invited to teleport but when I click the button to teleport its asking me 2000 gems

Same for me, Is there a rule saying only once and if you change alliance then no ally port given, should it nor appear in the bag for use?

You have to look in your mail for the teleport. Click on it there
