I finished the BFF story with my Sims and would like to start a new relationship story. Right now, I am not seeing that option. What do I do?

Click on a different Sim and interact with them in a friendly, flirty, or confrontational way. Then you can opt to start a relationship with them, and pick one of the corresponding stories.
