To get you started in any Relationship in the game, you basically just have to introduce your sim to any other character roaming your small world. Most of the time though, you'll probably get your chance to do this while you are at your home - as sims tend to pass by your street. Additionally, you can also engage an conversation with other sims while at work, other parties, or when simply visiting parks in the game. As long as you are not tied to an on-going event, you'll get the chance to introduce your sim to other sim at any point in time, anywhere in the game.

Here is a shortlist of what you have to do to start a relationship:

1. Make sure you are not tied to an active event / work shift.

2. Find another sim roaming around

3. Intiate a conversation

4. Pick your type of introduction (friendly, flirty, confrontational)

5. Complete the small starter event (continue interaction)

6. Pick your relationship story

Perhaps the more important question here is why you need to play relationship stories?

Relationship stories would usually reward you with apparel options when you complete their chapters. And though it might not seem too big of a catch for some, obtaining apparel variations is really appealing to a lot of people playing the game. Depending on the relationship story that you are playing too, there is somewhat a common "theme" or "genre" of fashion/style rewarded for every chapter. Say for instance, when you pick the story "Geek Speak", expect a geeky kind of apparel rewarded to you -- of course for you to properly suit up your sim in order to play the part (not that it would render any additional benefits).

Adding people in your Contacts (required to start a Relationship story) would also notify you of their Parties. This is quite beneficial to you in a lot of ways, but most importantly because this is usually among the requirements in your daily "To-Do" list.

Lastly, there lots of in-game instances where a particular story is somewhat a pre-requisite of an entirely different event. One which you have to unlock and accomplish first -- prior to unlocking a particular section of the game, or obtaining some furniture or equipment which you want to purchase. An example of this is having a family and a baby in the game (and everything there is to unlock in relation to this -- like having a wedding, and similar stuff). To get anywhere near having a baby/family, of course you'll have to Work on a flirty Relationship and grow it to a point where the game would allow you to propose and get married with another sim.
