STOP READING IF YOU DON'T WANT A SPOILER

The desk safe combination in the general's office makes no sense to me. I figured out the values of each figure on the shelf from the math problem in the email, and followed the direction arrows from the picture hanging on the wall, but I don't see how one gets 2713 from the figures on the shelf (2 6 3 2 in order of the arrow pic)
