I am at lvl 29 and cannot seem to get any Otto frags from anywhere. How do I get them when they are not available in the hero bag or Noah's tavern?

Alliance boxes have them (the ones your r5 hands out). Also you can get them with 4 star hero cards. The 4 star hero cards can be bought in hero survival shop in the Ruins building.
