I am getting a your character creation date does not meet target states immigration requirement when I try to change states, why is this?

It's because you're trying to move to too new of a state in general, but it's determined by what state however long ago you started. It should tell you the amount of days that you need to join thar state, among other good info like top hq level accepted, etc.
