Why is it when I buy 8 hr shields in alliance shop, I cannot use them to protect my sanctuary?

If you buy shields you should then be able to find them under the Sanctuary Boosts list or in your Bag under 'Military'. You can then tap the 'Use' button to start the shield.

If you are not seeing them listed there then you should contact the came support thorough the 'More > Settings > Help' menu.
