Got a tile in adv recruit. It was glowing gold and said 30k food. 999999 on top. Which means 30k x 999999. That’s 30 billion. It had question marks below the tile. I looked in my resources and nothing’s in there. What does this mean and has this happened to anyone else?

Hy there,
Not sure, if it was the case in the situation you described, but I already had strange characters on the game screen.
Seems to me, that due to lagging you maybe first get a placeholder text, that normally is quickly enough replaced by your languages text, so you don't recognize it.
