What are the timed tavern coins? I see them in my bag but I don't know what they're for or how to access them?

There is a 'Timed Recruit' event in the events list that you will see on certain days, it lasts for 3 days and when it is on you can spend the coins there to recruit heroes.

It gives a better chance of recruiting 5 star heroes and has a few different rewards.
