I'm stuck because I can't upgrade my heroes past 70 but you can't ever get enough manuals to evolve them and you can't beat the level if you can't make them better.

You can replay campaign levels that you have already beaten, you can do this manually or you can use blitz tickets if you have them to automatically beet the previous levels and get the rewards instantly.
Keep doing this until you have enough manuals to evolve the heroes and tackle the harder levels.

You need to be resetting your lower level troop specific heroes. Then you will have more books.
