Tap on the alliance menu button at the bottom and then in the alliance menu tap on 'Alliance Tech'.
There you can select a research 'tech' item and donate resources towards it. When the resources are full an alliance R4/5 can start the research to give the alliance the boost from it.
Some items may be marked as 'HOT'. This means that the alliance leaders have marked it as a priority.
