How do I increase RALLY size please?

How do I increase RALLY size please? Not # of people joining or the troop size. I have max Agent X, and Dr J troop skill or even increase the hall of wall too. But I still see others people got way higher and bigger rally size than I. Please help!
This is not about ally reinforcing size so it’s not about building like alliance hall. I have read many questions but all the answers this website provided is totally off the subjects. Hopefully someone or some expert players can help us with a correct answer for this question please. Again it’s about Rally size. Like Agent X talent. Thanks!
Agent X and Dr J are the only heroes that increase rally size so you want to max out their level. Agent X at +8 red star adds 500k. If you can equip Agent X with her specialty weapon it also adds to rally size. The better quality the weapon the more it's boosts rally size. Hall of War upgrades also boost rally size. Other than that the people you see with massive rally sizes only appear huge because they have large march sizes. There are multiple ways to increase march sizes. Take the total number of troops in a rally and subtract the leaders march, and that's their actual rally size.
