The decree 'Light of fortune' how does it work? I asked former governor and she says it doesn't work. So I wonder how it works...

I'm governor of 603 currently and it doesn't work for me. Says you need 1 colony in order to activate... What is a colony and how do you get one?

You get a colony by conquering another state (or two) in Wasteland King. 0 0 REPORT

Light of fortune grants 10% extra diamonds for any shop purchases for 7 days. It’s just an incentive to take another state.
