How do I keep resources within warehouse limit to be able to move to another state?

You can use them up with building upgrades / research before you move. Or if you are still in an alliance you can transport them to allies.
If you don't use them then I think you can still move but you will lose the excess.

If you aren't in a position to upgrade or research the only way is to train troops or give away resources. I would highly recommend against an HQ upgrade if you're switching states as you may end up needing more tickets. 0 0 REPORT
