When I try to relocate, “the captain cannot use direct relocate”, pops up. What does that mean?

When I try to relocate, “the captain cannot use direct relocate”, pops up. What does that mean? I’m not a captain of anything lol

Usually that happens to me if I'm starting a rally on something and try to relocate during that rally
