As an alliance leader of a new alliance what do I need to do in order to be able to allocate R4,3,2..

Go to the alliance menu screen (icon at the bottom) and then open the 'Alliance Member' list. Here you will see all members and there is a Manage button next to each name. Tap that and you will find the option to Promote or Demote members.

Tap on the person and promote them but be careful because we if you are inactive for 5 days they can make themselves leader and kick you out.
