The campaign has multiple levels, so once you finish chapter 24 on level 1 you unlock level 2, this is the same but harder enemies and higher level rewards. Then level 3...

Also to add, you get books for upgrading heroes on levels 1 and 2 but level 3 is the only place to get the books needed to promote heroes to 400 so you'll have to beat all 24 chapters on level one and two to access it and level three is significantly harder than levels 1 and 2 0 0 REPORT
