I followed everything to emigrate to a new state but now it's telling me that there is a difference between when my character was created and when the state was created. Now I have to wait 2 months. Why?

After one of the latest upgrades of the game, the developers changed the rules for immigrating, so older and bigger players can't immigrate to a new state and take over it, before the new players actually know what they are doing. So there is a certain period each has to wait if they own an old account and want to go to a newer state.
