A player messaged me that my alliance was listed as an attackable guild and to ask for an exclusion. What does this mean and how do I see this list?

Any state rules will be decided by the top players / alliances in the state. If there has been a list posted you can check the state bulletin, by tapping on the Zenith Tech hub in the center of the map. Find the State Bulletin option to read it.

If this doesn't help then check with your alliance leader/s or if you are a leader then send a message to the Occupier of the Zenith tech hub to ask about state NAP rules or attack exclusions.
