What can we do to rid my State of all or some of the dead accounts that have been abandoned? It often seems that these accounts somehow get hacked, then we end up receiving player mail trying to sell resources.

There is nothing you can do to abandoned bases around the state. The ones that send out messages are bots, accumulated to send out those messages to players in the given state.
