Not 2 hours. When you make an attack you enter a war frenzy status, if you are HQ level 9 or above. You get an ATK boost but you cannot use the shield. The length of the status will depend on your HQ level.
The shortest is 3 minutes at HQ level 9 - 12, rising to 15 minutes for HQ level 25 and above.
