My alliance moved to another state. I stayed behind & they made me leader. Can’t access anything nor I have any knowledge. Can’t you help me with where I could learn?

Need info on where & how to make changes. Set up militarist, etc change member rank, change alliance tech. Hot is full when I hit research it does nothing, . Only position filled is overseer the rest empty, do I have to depose him to get in to make changes. Not sure if in wrong place can only change alliance name flag . & Message
