What are kills and how do you increase them? I’m at level 19 headquarters and I only have 400 in kills.

Kills come from attacking other players. Or from kills when they attack you or a teammate that you are reinforcing.
If your state is peaceful and there are no targets for you to attack then you can also take part in the PvP events such as the valiant conquest where you can travel to other states and attack.
