What are the breakpoints for immigration tickets for your HQ?

The cost of immigration tickets varies but to move to a newish state could be as much as 10 tickets.

24 hq is 4 tickets. 25 HQ is 5 tickets. 26 hq is 6 tickets. The state being moved to doesn't matter, the other reply is garbage.
