How much diamond is needed to upgrade to each HQ lvl rather than using resources to upgrade?

This will vary for everyone. The diamond cost that is shown when you want to upgrade will be to cover the cost of any missing resources and also the cost of the speedups for the upgrade time.

The amount of resources you are missing is unknown and depending on your level of research, talents and other factors the time needed will also be different for everyone.
