Attacking other players headquarters… how do I know who is friend or foe to my alliance?

You should check this with your alliance leaders (R5 or maybe R4s). Ask them for a list of any other alliances you should not attack. You can also check the state bulletin by tapping the Zenith Tech hub in the center to see if there is any mention of a NAP in your state to cover any alliance that are protected.

Usually anyone not in an alliance is fair game to hit. Make sure you are bigger or your soldiers will die.

That was my rule. I got lucky enough day 1 like 20 years ago to attack this guy that nomads but everyone is like don't hit don't hit and I just sent like 1 troop at him just to get the stats. He turned on me and relentlessly pounded my base for a week.
