I think this may be 10. but you can check by choosing the state to migrate to and seeing what the cost is before you have the tickets.

Check the guide for how to change state, and look for the section on How to immigrate. Follow the instructions to see the restrictions and cost before you decide to move.

No, way! I am HQ28 and it costs me "only" 10 tickets.
