You need to read the question carefully.
Shooters > Rider > Fighters > Shooters
For this questions the correct answer is Fighters as they are 'countered' by riders (riders will beat fighters).

The way the OP phrased the question, it is Figher. The way the game phrases the question is the opposite. What unit counters a rider? The answer is a shooter.
