Each sanctuary has production buildings which you need to claim the resources from, from time to time. Any that are left unclaimed can be stolen when attacked and they show up as unclaimed resources in scout reports. These resources are not protected.

If the person you are scouting hasn't been online for a while then they could have up to 10 hours worth of unclaimed resources.
