How do you increase skills like dexterity in order to actually be able to evolve your character to lvl 31 which is necessary to get the 3rd of 4 serums to heal Nova in chapter 6?

To evolve a hero to level 31, you need to collect the green Combat Manual II, beginning in Chapter 5 of Campaign mode, as well as the brown Combat Manual I, which you used to evolve to level 11 already. You will need 30 brown books, 60 green books, and 3500 antiserum.
