How do I set my gear to military instead of economy?

If you mean the Commander Talents, then yes you will have points allocated in Economy, Military or Balance. You can use the Reset option to clear everything you have allocated so far and return all of the points back to you. You can then spend them again in whichever talents you want to unlock.
