How does the Alliance Hall help effect work?

The alliance hall lets you have reinforcements in your sanctuary. If you are under attack from other players or also during the Dead Rising event when zombies attack you, the reinforcements will help defend your base. The higher the building level the more reinforcements can be sent to you.
