AP item use limit means in VIP in puzzle & survival?

An AP item is a stored item that you can use to immediately add AP. These look like lightning bolts and can be earned as rewards or bought in the mall. When you run out of AP to use in the Campaign you can use the item to fill up again. There is a limit on how many you can use in a day (Until you reach VIP 13).
