I have 2 sanctuary in the game, is it possible to have them in the same state?

You can, but you have to buy a flight from other state.

The game doesn't allow you to create more than one account in the same state. However you can run 2 accounts in the same state using 2 devices. Check our guide for How to make a farm account for more help

You can, but you have to move before you reach lvl 10 HQ, or when you reach lvl 15 HQ you will need an immigration flight ticket.
