How do I evolve my heroes?

How do I evolve my heroes? I have plenty of the combat manuals, but I can’t use them to evolve anyone? I have one hero at level 58, but can’t evolve anyone else past level 30 for some reason. Have cleared probably 7 or 8 campaign chapters since evolving anyone, currently on level 11

Depending on the star rating of your hero, you need to evolve them at levels 10, 30, 70, 130, 210, 310. Between those levels you just 'Upgrade' them with Anitserum.

2 star heroes only evolve at 10 and 31 and can reach a max of level 70

Only 5 star heroes can go beyond level 210.

I’m at level 10 and have the required resources to evolve but cant’t. Where did I go wrong and how can I evolve them?
