Is the nap between members available out of the state, example playing on Valiant Conquest ?

NAP is an agreement that alliances enter into. It's up to your alliance what rules they want to set. You can check with your alliance leaders or the alliance that controls the state if you want to confirm what the agreement is in place locally. And your state or alliance leaders can talk to any other alliance that they are fighting against in Valiant, wastelend or reservoir wars for example to make agreements with them.
