There was an update today. The EVA building is now called the Research Lab and has a character called Nova in it.

I too am trying to figure this out, and am unable to find a specific answer anywhere. Best I can figure out is the actual NOVA AI isn't available until after you complete the first mission of healing the girl, which is ridiculous, because that mission takes FOREVER and you are gathering NOVA points that you can't use the entire time. So, maybe I'm wrong, but I haven't found any other way to access that.Guest Replied
