What exactly does the fast producer do and when is the best time to use it?

The fast producer skill will let you instantly gain 5 hours worth of resource production. What you get will depend on your currently production levels which depends on the levels of your resource buildings.

You can use the skill once every 12 hours (there is a cool down). Unless you have too much of a resource then the best strategy would be to use this skill as often as possible.
