How to move the sanctuary after creating a new alliance in puzzle & survival?

You will need to own a direct locate (even if an alliance invites you).

Simply click on a open piece of land where the new alliance is located & you will have to option to relocate or occupy. Choose “relocate”.

I keep getting "the captain can't use direct relocate" when trying this. Any help?

This happens if you are running a rally while you trying to move
