How do you lower a alliance members rank?

Go to the Alliance page

Go to the Members List

Find and choose the name of the person you wish to change their rank.

You will see a button marked Promote/demote

Tap it. It will open a pop up, choose their rank. Tap confirm. You're done.

Note: Only R5 can change ranks to and from R4.

R4 can change ranks R1-R3.
