Click on the Alliance button, bottom right. Click on Alliance Mail and starting writing.

Leave the address blank for mail to all allies in allianceGuest Replied
I had to type the word - all in both boxes up topGuest Replied
I had to go to the bottom of the screen in the bar with the map, bag, etc. and click alliance, then go to the bottom of that screen where the alliance shop, help, etc. Click alliance mail and fill in the boxes and hit send.
