It’s only saying occupy in gray it’s not letting me move to the state

What if you do all of that and it says unable to move because not in that state, even tho that’s what you are trying to do...

Got to world view. Tap on the globe. Search for the state you want to join, tap a piece of empty land, tap immigrate
