How does stationing work? How long does it take until a new resource can be built?

I sent a force off to relocate my sanctuary and they were stationing for hours and hours.

Finally I worked it out: I had clicked "Occupy" rather than "Relocate".

Gaaah.

I did that but it still said stationing.
