I am trying to join a friends alliance and it keeps telling me that the alliance is invalid. And tells him when he tries to add me that I am in a foreign state. How can I join his alliance?

You first have to transport to your friends state and then reapply.

You find out what state he or she is in then try to relocate to that state. However, depending on the lvl of your hq you may need either the permission of state governor and Immigration flight tickets Guest Replied
